Here we go again: The Senate voted for the 7th CR (continuing resolution) to extend the SBIR program for another 90 days to July 31. The program (for 10 of the 11 agencies) had been set to expire on April 31. [ Note: The DoD program (ONLY) is now operating in FY 2010 under the 2010 Armed Services Authorization. ]

The 2010.2 DoD SBIR Solicitation has been published. Proposals for these may only be submitted between May 24 and 6:00 AM on June 23. |

The Omnibus Solicitations for the PHS/NIH2010-2 SBIR and STTR opportuniteis were posted on the Web today. Careful, there appear to be many changes from last year. We hope to finish building, and begin shipping, ToolKits for these by the 25th of January. See table below for the required Grants.gov submission dates. |

The The 2010 SBIR National Conference, held April 21-23, 2010 in Hartford, CT, was a great success. At least 800 persons were in attendance for the three day - plus program. A "teaming" theme permeated the conference and many large firms were represented who made presentations and talked one-on-one with the attendees. Well done Conference Committee.

The SBTC has issued a CALL TO ACTION saying: "We need your help to move the SBIR reauthorization forward in the next 10 days!" Congress reconvenes on Jan. 19, 2010, so most of your Representatives are in their home offices until then. Please visit them and/or their staffs before Jan. 19 and ask them to urge the House Small Business Committee to work with the Senate Small Business and Entrepreneurship Committee to reauthorize the SBIR program before it expires on Jan. 31, 2010." OK! Stranger than fiction it is. SBIR was not actually re-authorized by the September 30, 2008 deadline; nor the 20 March 2009 deadline of the CR (continuing resolution) #1, nor by the August 30, 2009 deadline of Cr #2, nor by the September 30 deadline of CR #3 nor by the CR #4 deadline of October 31,2009. So, yesterday the President signed into law another CR – our 5th - extension of the current SBIR program all the way out to 31 January 2010 (the Senate wanted April 20 but the House SBC (Small Business Committee) continues to play games trying to force its will on the Senate in their potentially devastating drama. NIST published its 2010 SBIR Solicitation. This one includes both the regular "R" and Tech Transfer "TT" solicitations in one package. Applications will be due in Gaithersberg, MD at 3:00 pm EST on 22 January 2009 Your NIST SBIR-ToolKitTM should be ready to ship by Nov. 10.

NOAA published its 2010 SBIR Solicitation. Applications will be due in Kansas City, MO by 4:00 pm EST (3:00 pm CST) on 14 January 2009 Your NOAA SBIR-ToolKitTM should be ready to ship by November 7.

With H.R. 3614, the House of Representatives voted to extend the SBIR program another whole 30 days 'til 31 October (Halloween). The Senate is expected to vote on that today or tomorrow. This will be the 4th continuing resolution (CR) for the program since it was supposed to sunset in September 2008. Interestingly, STTR is supposed to be reauthorized in 2009, too, and that battle has not been joined yet.
This series of short CR cycles appears to be delaying solicitations, and possibly the evaluations of already sumitted proposals. We think the cycles are being kept short in an attempt to force the Senate to conform with the big business lobbyst's demands for access to small business setaside funds.

PA-09-249 for Directed Stem Cell Differentiation for Cell-Based Therapies for Heart, Lung, and Blood Diseases was published which allows $250K/year for 2 year Phase Is and $1 million/year for 3-year Phase II SBIRs. PA-09-250 duplicates this for STTR.
Applications may be submitted from Nov. 5, 2009 to Sept. 8, 2012

A Stem Cell Differentiation for Cell-Based Therapies for Heart, Lung, and Blood Diseases PA was just posted. Phase I can be up to 2 years/$500K and Phase II up to 3 years/$3 million. Standard due dates apply and this PA expires 9/8/2012
but better hurry, this one is due at Grants.Gov by September 4 at 8:00 pm.

Congress has extended the SBIR Program (again) to Sept. 30. Now, beginning the third continuing resolution, the Senate and House bills are still miles apart. The Senate has already compromised beyond reason to let large busineses own SBIR applicants (for up to 18% at NIH adn 8% at other agencies) -- any more compromise and the small biz character of the SBIR program will be lost (it may already be with just this amount). The small business ONLY eligibility requirements absolutely MUST remain intact. Handing over this small busienss program to BIG business and LARGE academia will ruin this very effective, long-functioning program. Please help us get these messages to your representatives. NIH has released anothe special opportunity named Advanced Tools and Technologies for Cerebrospinal Fluid Shunts SBIR (PA-09-206). This one offers $350K/year for 2 years(Phase I) and $1million/year for three years(Phase II). Applications may be submitted after July 5 on regular SBIR dates through 8 May 2012.

CONGRESS EXTENDS SBIR PROGRAM (4 months). Late last night the US Congress passed emergency legislation for a Continuing Resolution to keep the SBIR Program alive 4 more months, until July 31, 2009. Now we MUST begin in earnest to let our representatives know -- in no uncertain terms -- that they/we need to maintain the original character of the SBIR program). The small business ONLY eligibility requirements absolutely MUST remain intact. More money is welcome, but increases in project limits without concomitant increases in program funding are not. Some innovative fine tuning may even be useful, but handing over the program to BIG business and LARGE academia will ruin this very effective, long-functioning program. The The NIH Omnibus Solicitation for SBIR 2009-2 (grants) has been released. Applications must be submitted by 5:00 pm Washington, DC time on three closing dates this year April 6, August 5 and December 7 (Perl Harbor Day). This requires electronic submission via Grants.gov. SBIR-ToolKitsTM to guide and improve applications for this are in stock and ready to ship.

Obviously SBIR was not reauthorized by the September 30 deadline, but there is now in place an extension of the current program to 20 March 2009 (see www.zyn.com for details). Now, that being said, we cannot rest, but must continue to push our officials on Capitol hill to get a decent reauthorization bill in place. Maybe something will get done if we can provide an avalanche of post election, grass roots attention in November.

NIH has published an unusual SBIR solicitation for Translational Research into new therapeutics for neurological disorders. Applications may not be submitteed until after November 12 , 2008. This one invites Fast Track (only) Phase I budgets up to $300,000 total costs per year for up to two years and Phase II up to $1 million total costs per year for up to three years. Also, Phase II competing renewal budgets of up to $1 million total costs per year and time periods up to three years may be requested. Another unusual aspect is that these limits are ONLY for direct costs -- Facilities and Administrative (F&A) costs are NOT included in these limitations. This is a really BIG one folks -- might be worth getting onto a team, even if you're a big guy. This notice does not expire until Sep. 08, 2011.

NIH Blueprint for Neuroscience Research (NIH Director and 15 Institutes and Centers) has published a solicitation for competing renewals of existing Phase II grants supporting R&D of : 1) Complex instrumentation, 2) Clinical research tools and 3) Behavioral interventions/treatments. The competing renewal award provides up to an additional three years of support at up to $800,000 per year. Applications will be accepted from 03/05/08 to 01/08/11.

IMPORTANT
: The SBA has announced a change in the interpretation of the requirements for SBIR/STTR participation. The
new ruling now allows firms owned by "corporations" to be funded under these programs but only IF the parent corporation also meets all of the requirements of SBIR eligibility.
